Review on Development of Nuclear Safeguards Technique

In order to assure the ability to verify the correctness and completeness of declared nuclear material related to safeguards agreement, International Atomic Energy Agency (IAEA) established a safeguards system and improved it continuously. The development of the safeguards technique by IAEA was described. The great effort on safeguards technique was made in China. The measurement of nuclear material including nondestructive analysis and destructive analysis was established. On line monitoring technique for uranium abundonce was applied at enrichment facilities. Sealing technology such as adhesive seal and opticalelectric seal were used in nuclear material control. The methodologies for environment sampling analysis were developed. The particle analysis laboratory at China Institute of Atomic Energy (CIAE) passed through the certification by IAEA, and became the membership of IAEA Network of Analytical Laboratories. The trends of safeguards techniques by IAEA were followed. Advice on the development of safeguards techniques was suggested.
