核电厂周围液态有毒化学品类外部人为事件危险源评价方法研究

Evaluation Method Research on External Human Induced Event Source of Liquid Toxic Chemical Substance around Nuclear Power Plant

  • 摘要: 核电厂附近如果存在有毒化学品类潜在危险源,可能会对核电厂的安全构成严重威胁,因此在核电厂外部人为事件影响分析评价时必须评估其是否会对核电厂安全构成潜在影响。对于核电厂周围液态有毒化学品类潜在危险源,可采用筛选距离值的方法进行初步筛查。对于无法筛查掉的危险源,由于相关的核安全法规和导则中未给出针对有毒化学品类潜在危险源的具体评价方法,通过对国内外相关标准和文献的分析研究,提出了一套有毒液体危险化学品对核电厂影响的评价方法:首先采用适当的事故泄漏模型计算出泄漏量和蒸发量,再采用适当的扩散模型计算出到达核电厂处的浓度,最后通过与毒性浓度限值比较,判断是否会对核电厂安全构成潜在危险。本文提出的分析和评价方法可为核电厂周围有毒化学品类外部人为事件潜在危险源的影响评价提供参考。

     

    Abstract: If there are potential dangerous sources of toxic chemical substances near the nuclear power plant, it will endanger the safety of the nuclear power plant. So the impact must be evaluated in the external human induced event assessment of the nuclear power plant. The preliminary screening can be carried out by the screening distance value for liquid toxic chemical substances around the nuclear power plants. In some cases, the dangerous sources should not be screened out, whereas the evaluation methods of the toxic chemical substances are not given in the correlative nuclear codes and guides. A kind of analysis and evaluation method was obtained by the research on the relevant domestic and foreign standards and literature, the leakage and evaporation quality in accident conditions can be calculated by a proper model firstly, and then the concentration of the location of the nuclear power plant can be calculated by a proper model for dispersion, lastly estimate the danger to the safety of the nuclear power plant by comparison with the concentration limits. The analysis and evaluation method will be expected to be beneficial reference in the impact assessment of the external human induced events of the potential dangerous sources of toxic chemical substances around the nuclear power plant.
